tanking doesn't pay anymore, you just have to be in the lottery. On top of that they need to see what they have with many players before they dump them.

You might not get the #1 pick, but the team with the worst record is guaranteed to have a top5 pick and has the best odds to stay in top3 which is like winning the lottery in most other years considering the top3 prospects.
Last year was an exception, but the worst teams usually get at least 2/3 top3 picks.

And if you look at the best teams around the league, draft is the only way to build a legit contender unless you're a big market team.
